To propel Scotland’s ambitious plan to be carbon neutral by 2045, there are several initiatives that offer a free loft insulation grant, along with other energy-saving measures. However, the most prevalent and possibly the largest is the ECO4 scheme, backed by the UK and Scottish governments.

Before you apply to receive free loft insulation under the ECO4 grant, it’s important that you first understand the premise of the grant, its eligibility requirements and what the grant covers.

Energy Company Obligation 4 Scheme

The Energy Company Obligation 4 (ECO4) grant, or ECO4, is a UK Government scheme that is aimed at improving energy efficiency in UK and Scottish homes. This is the fourth instalment of the government’s ECO scheme which is currently scheduled to run until March 2026.
Funded by medium and large energy suppliers, the ECO4 scheme aims to help eligible residents reduce their energy bills, with a primary focus on low-income households and those most at risk of fuel poverty.

The ECO4 grant covers a range of energy-saving measures, including heating upgrades, low-carbon technologies and free loft insulation. Generally, the scheme aims to enhance the power efficiency of properties. In particular, it aims to enhance this within homes that have inefficient energy systems like electric heaters, oil boilers, and liquefied petroleum gas central heating.

However, the scheme recognises that improved energy-efficient heating systems are usually only beneficial if a house is properly insulated. Without proper insulation, any heat generated through a heating system can ultimately be lost. For example, around 25% of heat can be lost in a house with an uninsulated loft.

This is why one of the key features of the ECO4 scheme is to provide loft insulation grants that are completely free for eligible households. The first step in applying for this grant is to check whether you are eligible (more on this below).

Who Is Eligible
For The Loft Insulation Grant?

To qualify for the ECO4 free insulation grant, you'll need to meet the relevant eligibility criteria. Typically, the ECO4 grant prioritises homes in fuel poverty, individuals who are unable to pay their heating or energy bills and rural residences. This is because these are frequently the most vulnerable groups in our society.

Grant eligibility

  1. You either own your own home and live in it, or you rent from a private landlord. If you are a private tenant, you must have obtained permission from your landlord to apply for the grant and carry out the installations. This also implies that you are not residing in a council-owned residence (in which case, you would be ineligible).

  2. If at least one individual living in the house or the household meets the following requirements:
    • Households with low income. These are households where the combined household income is less than £31,000 per year.
    • A child under the age of five lives in the house.
    • One of the home’s occupants is above the age of 65 and is either vulnerable or struggling with severe health concerns.

  3. The house is vulnerable to colder living conditions based on the area.

  4. For homeowners and private landlords: Your Energy Performance Certificate (EPC) rating is E, F or G.

  5. For private sector tenants: The home’s EPC rating should be E, F or G to qualify.

Note: It’s important to remember that if you are applying for a grant that you are eligible for, your home is still required to be assessed by a qualified surveyor. The surveyor will determine whether your home meets the necessary criteria and will help you further your grant application (depending on the results of their assessment).

What if I don’t meet the eligibility criteria?

If you’re interested in the ECO4 scheme but don’t meet the qualifying criteria, you may still be eligible for other insulation grants in Scotland. You may also be eligible for other energy efficiency improvements under the ECO4 grant, such as cavity wall insulation, central heating and more.

On the other hand, during the summer, heat tries to penetrate your roof, which can make your home uncomfortably warm. Loft insulation works as a barrier and reduces the rate at which heat is transferred in both directions.

What makes loft insulation so effective is that it uses specific materials to create this barrier and trap the air. This insulation is usually made from materials like foam boards, cellulose or mineral wool.
